Intervention System for the Mountain Rescue Service of the Czech Republic

Abstract 

The aim of the project was to create a new emergency platform for Mountain Rescue Service on the phone number 1210 with connection to the international emergency number 112. This project provides a comprehensive system of event reception, posting and coordination of Mountain Rescue Service intervention.

Condition before implementation

Rescuers in the mountains used only radio stations without the use of a data network. The solution was not redundant. People in emergency situation called directly to the Medical Emergency Services dispatcher, which had to contact the Mountain Service dispatcher. This dispatching center then had to contact the serving person in the given location and transmit location and injury information. This solution was very time-consuming and there was a lot of space for communication failure. Serving member of the Mountain Rescue Service often did not have the map, as well as the description and status of the rescued person.

Condition after implementation

Interventions for individual rescuers of the Mountain Rescue Service are fully digitalized and received in the GINA Mountain Service application. The Health Emergency Service sends event information directly to the Mountain Service station. It is possible to quickly and easily contact a serving person, and according to the location of the rescuer, the app selects the one closest to the place of intervention. The rescuer receives an intervention ticket using the application to directly monitor the status of the intervention. If the rescuers in the surrounding of the event cannot accept the request, the call is transferred to the dispatching of the Mountain Rescue Service, which will send it to another team. Each rescuer sees movement and activities of other rescue units (Fire Department, Emergency Service, Air Rescue Service) and movement of other Mountain Service personnel using a map in the application.

The app has also the ability to view POIs and types of POIs (such as rocks, watercourses, mountain ranges). The solution must meet demanding requirements like slow data network connection and we had to minimize battery discharge under extreme conditions (eg. below zero temperature).
